SCADA reads values from controllers such as PLCs, displays them, raises alarms, and lets an operator change setpoints. It matured first in continuous industries like power, water and chemicals, and is now common in discrete manufacturing too.
SCADA is concerned with current state: what temperature, which machine stopped. MES is concerned with how this work order was executed — a history. They look at different things.
In many plants SCADA already exists but its data stays inside it. You can watch it on screen, yet it is never grouped by lot or joined to inspection results, so it never reaches root-cause analysis.
They serve different axes. SCADA organises data by equipment; MES organises it by order and lot. "What temperature is machine 3 right now" is a SCADA question. "What conditions produced this lot and who worked on it" is an MES question. In practice MES often consumes SCADA data and attaches it to the lot.
